umm, maybe I wasn't clear. That won't help, it requires more. We
don't actually need debootstrap (>= 0.1.15.5) installed on the build
host, rather we need to make sure it gets installed on the target
(installation system).
It is common.sh that grabs packages, typically off a debian mirror, if
the packages are still in incoming then local copies need to be place
in /archive/debian/Incoming/ on the build host.
