It's targetted for experimental not unstable for some reason. I think
experimental isn't setup for udebs atm.

BTW, "testing" is ignoring udebs at the moment (and will continue to do
so until we decide d-i is actually ready to replace b-f), which means
things like ash (which build both debs and udebs) will just have their
debs included in testing, and things like anna (which just build udebs)
will be ignored entirely (since they don't have any unignored binary
packages -- same as hurd-only packages).
