Bug#67640: Can only install non-US from non-US.debian.org

When configuring apt during system installation
the methods
filesystem
ftp
http
all ask if you want to install non-US, but give you no control
of where the non-US packages are retrieved from; they are
ignored if stored on a local filesystem or available from the
same user-specified ftp site as main/contrib/non-free, and an
"http://non-us.debian.org" sources.list entry used instead.
Please allow them to be installed from a local mirror or filesystem,
as is the case with other packages.
