Bug#62530: boot-floppies: Lilo only boot still not working

Ok, I think I figured this out. I haven't tested it all the way, but
when lilo is redirected to install on extended partition because root
is a logical partition, we need to fall back to install-mbr/activate.

I would suppose it would be better to not even let users *attempt* to
install lilo on boot sect when root is a logical parititon but I
didn't do that code -- if someone feels the need, they should go
ahead.  The logic in that whole section could stand to be unpacked,
too, i.e., instead of
   if ( foo && bar && do_this()  && do_that())
maybe more nexted 'if's.
