He probably meant I should commit a patch for whatever file that now
defunct address appears in. As I don't see m68k boot-floppies being built
anytime soon, it's a non issue (that address won't ever appear in the
readme on an install disk).

And it's been re-uploaded for potato but this binary disappeared it seems.

There's a m68k machine with PCI but a) I don't know that pciutils has been
tested on that machine, and b) no idea that it's required on that machine.

There's a problem here. We don't have a m68k porter for boot-floppies. (We
don't have that many people manually building other packages either -
most of the work is being taken care of by the buildd. Things too big for 
the buildd are done by Christian mostly but he's forced to take a leave
to finish his thesis and defense. Roman probably clears out most of the
remaining build problems; he never talks about it :-) The rest of us is
either too busy with other projects, or without test m68k HW like me.) 

boot-floppies can't be built on kullervo because it absolutely requires
root access, right?

It requires unpacking m68k-support.tar.gz which is in the archive, then
some manual adaption of kernel packages names etc.
