Bug#58597: base-config: Unpacks but does not configure packages.

I don't know if this belongs to `base-config' or to `tasksel'.
Useing a home-made CD from a fresh mirror (as of 2000.02.20) and a
CVS home-built copy of boot-floppies, I ran a test install into a
`vmware'.
After selecting "simple", and picking a few things in `tasksel', it
started unpacking things, etc. I configured a few things with
`debconf', and it continued... It unpacked a bunch of stuff, and
then suddenly I had a blue dialog screen of `base-config'(?)
finishing up prior to dropping me at the "login" prompt.
After I logged in, I found that none or many of the packages had been
configured. I needed to run `dpkg --configure --pending'. I don't
know if there had been an `apt' error or what... it didn't stop so I
could read any error prints; it flipped up the dialog without a
pause.
