Bug#57700: Can't resume driver configuration

I aborted an install in the middle of the initial driver configuration (it
hung, the subject of a separate bug).  I then attempted to reboot and
resume the install where I left off.  However, when I selected "Configure
Device Driver Modules" from the menu of choices, the system would return
immediately, saying that was all done.  I had in fact done some module
selection before the reboot.

I think the logic of the test needs to be tweaked a little so returning
visitors can further modify there driver selections.

Perhaps this is a debconf bug?  I'm not sure which package is in control
for this problem.
