Bug#57699: VFAT support missing

There appears to be no vfat (MS Windows long filenames) support either in
the kernels or in the modules one can load.  I know the compact flavor is
not supposed to have all the drivers, but I think it would be worthwhile
putting it in if there's room--after all, there's an ntfs driver there.

I also got a number of can't find files errors for files that were there
(e.g., 
disks-i386/disks-1.44/compact/rescue.bin) and I am suspicious that these
reflected some confusion between the long filenames (which it was searching
for) and the short file names the file system actually reports.

I believe the install docs do not guarantee that install can be done off of
vfat, just as compact doesn't guarantee any particular driver.  You can
reclassify as wishlist if appropriate.
