Adam's already reassigned this appropriatly.

I beleive you are saying it does prompt for a username, but not for a full
user name. Ie, you can enter "redferni", but never get a chance to enter
"Ian Redfern". Debconf is asking the question, but it is currently asked at
low priority, and so is not shown to you by default. I can up this priority
to medium if you'll confirm I've understood the bug report.
