Bug#56543: /boot/config-* not available until kernel-image-foo is installed

Hello, I haven't had time yet to verify this with 2.2.5, but a fresh debian
install will have no /boot/config-2.2.* file.
IMHO this is important documentation - it's very useful for a new user to be
able to check what the config parameters for the default kernel are.
It should probably be added to the base tarball.
