Bug#53563: Retracting original bug, adding new ones with lower severity

This has got to be pilot error.  busybox mkdir works.  I use it
all the time.  If Ross can show me an example where this fails
i'll believe it.  I _suspect_ Ross ran mkdir on the /dev/ram0 
filesystem on the root disk, and then was surprised upon reboot
not to see the directories on the real root filesystem. I could
be wrong, but I really think this isn't a live bug,
