Probably the best way to explain it is to describe what Vagrant is
working on as "a custom Debian distribution designed to install/work
inside a chroot". It is not just an add-on like X, GNOME, etc, but a
fully fledged custom distribution with it's own installer etc.

It is very obviously a distribution in the case of LTSP; it was a RH rpm
based distro with it's own kernels etc that was often installed "inside"
a directory on Debian systems. The big pain is you were maintaining two
distributions on one machine with totally different packages.
