Actually Morphix is a nice infrastructure for that.

Here are some parts from my current makefile (copied manually, so
replace spaces with tabs). The second target is probably relevant:

        gpg --sign -ba --default-key support@xorcom.com -o $@ $^ 

the release template is:

Date: Thu, 09 Sep 2004 19:35:36 UTC
Architectures: i386
Components: main contrib
