Not fully DFSG free, I _think_.  Having said that, it may be that, since
OpenPBS itself is no longer readily available without signing up to
PBSPro and appears to be no longer in active development, we as a
community may be able to approach Altair to get them to GPL OpenPBS.

The original code on which OpenPBS is based was done by NASA and is
therefore in the public domain. [The US government may retain copyrights
on such work but can't enforce them under US law as I understand it
since the programs were paid for by public money.]
