php-mailparse 3.0.3 with PHP 7.3 support was released 2019-03-20 after the buster was frozen and no new upstream releases were allowed after the date.

If there’s a crashing bug, you need to fill proper bug with Debian: https://www.debian.org/Bugs/Reporting rather than mailing random people in the Debian project.
