So does that mean you've ruled out a stable release update as a
possibility? Well, that certainly makes your choice easier, since the
only other viable option is to backport it via wheezy-backports.
(There's also the option of doing nothing, I guess.)

No, dh-systemd is available in wheezy-backports. Backported packages
are allowed to depend/build-depend on packages in stable and/or the
corresponding stable-backports suite.

It's entirely your choice as maintainer, and you're likely to know
better than anyone else on the list exactly how much work is involved,
and what the regression potential is, for a package that you maintain.

If you want something more concrete as advice...backports are usually
less work than preparing a stable release update and are always an
option even if the release team rejects your proposed update. If you
want to figure out whether something is appropriate for a stable
release update, ping the release team (not debian-backports).
