I think a better fix would be to have

Should-Start: avahi avahi-dameon cgconfig
Should-Stop: avahi avahi-daemon cgconfig

and no Breaks at all, but I'll leave it to the maintainer to make that
change in sid, I think for bpo a revert is better.
