I deliberately decided to drop debian-devel. IMHO debian-backports is definitely the right place to continue this discussion.

That is true. I guess this is mainly a relict of the time when backports were not officially integrated, and backports's DAK had no access to the override entries from unstable and testing. Meanwhile this mere technical limitation should be gone (modulo its actual implementation).

But I guess this was and is not the only reason for the NEW queue for uploads to *-backports. Can the backports FTP masters please add some comments here?
