I've put dsa-check-packages (from the checks directory from git://anonscm.debian.org/mirror/dsa-nagios.git) into /usr/local/bin on all my machines 
and am quite very happy with it.

example output:

$ dsa-check-packages 
WARNING: 3 obs/loc, 2421 ok, 2 rc
3 local or obsolete packages: android-tools-adb, android-tools-fastboot, phablet-tools
2421 packages current.
2 packages removed but not purged: vde2, libvde0
