No, the rules for -sloppy are different:
Package must be in testing. Period. Except, that the testing
for {foo}-backports-sloppy differs from the testing for
{foo}-backports:
For {foo}-backports, testing will become {foo+1},
for {foo}-backports-sloppy, testing will become {foo+2}
and the package must also be uploaded to {foo+1}-backports.
