nginx-full package misses HttpLimitReqModule?

Hello,

I've just installed the 1.1.0-1~bpo60+1 nginx-full package. The package
description says that the Limit Requests module is included.

I got an error messages when trying to use the limit_req_zone directive:

This does not contain the --with-http_limit_req_module option. I've
checked the rules file and it doesn't enable the module.

Unless the module was built anyway and the debian package's config syntax
deviates from upstream I think this is a bug.
