And you want to tell us that bpo (200 here) should have prio over the
normal archive? (500 here)?. Of course the normal archive here has priority,
and unless both are on par (or bpo is higher), apt will not consider bpo.

*If* you want to have all backports (which is discouraged and does not
make much sense imho) you need to make it at least 500.
