dpkg-divert had a bug in the way it handled diversions when a directory
in the path to be diverted didn't yet exist. This was fixed in 1.14.20.
Earlier vim-runtime.{preinst,postrm} had code to work around the
behavior and you can see the change where I removed that code[0] if it's
desired to re-add that behavior.
