Hmmm, I have never observed this problem.  Probably alioth admins but
perhaps you can fix it on your own and there might be a chance to learn
how to do this on debian-mentors list.
 
BTW, you should most probably contact alioth admins anyway to set ACLs
to enable any DD commiting to the repository.  This is described here:
