If I wanted to check whether buster armel works on ARMv4t,
what hardware would you suggest I'd buy to check?

ARMv4t is more than 20 years old and there does not seem to be any
vendor left who recommends an ARMv4t-based SoC for new designs and 
provides a BSP for that purpose.

The Neo FreeRunner with 128MB RAM is at the lower limit of where running 
Debian could make sense, and it once had a very active Linux and
Debian community - but even there no recent enough kernel exists.

I would be the first to protest against raising the baseline if
there were users left, but I am convinced that there are none left.
