It is Cortex-A9 which is 32bit, and hence it needs a bit of memory range
set aside for I/O, like networking and disk and PCIe and such (whatever
it actually supports). You would need a Cortex A15+ (or A7) with LPAE
enabled to actually support 4GB or more of ram on a system.
