'arm' and 'armel' are different incompatible Debian architectures. 'arm'
is no more (last used in Debian Lenny) and there are two current
architectures for 32-bit ARM chips, 'armel' is for older ARM CPU (ARM v6
and earlier) and 'armhf' is for newer ones (ARM v7).

So you definitely want 'armel', though I don't know how to actually help
with what you are trying, sorry.
