I'm not involved with lildebi and have no experience with it.

I'm assuming yes based on some comments on the upstream website.

Fully replacing Android will be a lot of work. The problem is that the
mainline version of the Linux kernel is unlikely to support your
device, same for bootloaders like grub/u-boot. So you will need to use
the existing bootloader (usually proprietary) and Android version of
the Linux kernel with Debian. There may be some incompatibilities in
this case, some documented here:

For tools from the Android SDK and for flashing you can just install
them from Debian jessie (or via a simple backport) with apt:

apt-get install android-tools-adb heimdall-flash-gui

ChrootOnAndroid is basically the same thing as lildebi but not
automatic and not wrapped in an Android GUI and possibly missing some
tricks from lildebi. Some details may differ though, I haven't looked
at how lildebi works exactly.
