It is widely accepted that programmers can work on GPLed code under
NDA, even if the NDA is not imposed by the copyright owner.  So this
depends on the terms of the NDA, really.

Keep in mind that the GPL does not prevent programmers from selling
themselves into slavery.  Version 3 makes that explicit, but it is not
generally thought to be a material change, so the situation should be
similar for version 2 and the Linux kernel.
