Bug#720747: Migrate known configuration files

"Ningal" on #debian-apache also brought my
attention to bug report #710934, which requests 
a way to automatically move conf.d files to
conf-available.

I like it.

I will only humbly suggest

    1.) checking when upgrading to 2.4 if any
        files exist in conf.d/,

    2.) if any do
    
        a.) show the user their file names and
            full paths,

        b.) warn the user that 
        
            i.) they will not work after upgrading
                unless copied to conf-available/ and

           ii.) even if they are copied, other
                applications that depend on the old
                location may break

        c.) give the user the option of copying
        each file or not.
