Bug#233538: apache: dotfiles not skipped, scanning /etc/apache/conf.d

However, this change will break at least one package which puts files whose
names do not match *.conf in this directory, phpbb2.  There might be others.

(I'll file a wishlist bug against phpbb2, maybe the maintainer will rename
the symlink.)
