Bug#220041: modules-update has a will of its own.

When upgrading apache a modules-update/or some other feature creates a
totaly new modules.conf, and removes some of the modules of the list.
I'm using mod_throttle, but every time I upgrade the server, the module
removes from the module.conf, making every mod_throttle-hack in
httpd.conf not working. Making the apache-server not starting correct.
Here is an output.

Errors were encountered while processing:

After this, i must manually edit the httpd.conf, removing every line that
have something with mod_throttle (about 500 lines). Only then can the
server be "installed". Then manualy edit again, adding the
Throttle-stuff, and manually add mod_throttle to modules.conf again,
since it was removed when upgrading.
Other modules like mod_mp3 is also removed, or other externaly added
modules are removed, making the server not starting.
