Bug#220041: modules-update has a will of its own.

yes this change has been introduced in 1.3.28-1

mod_throttle is not shipped by debian because it's non free and it has
been remove from apache 1.3.27.0.1 Mon, 28 Apr 2003 15:13:06 +0200

It is written clearly that modules.conf should not be edit manually (since
they might get lost).

mod_mp3 has been updated recently (and it's not part of the apache
source). other modules? please give me the list since not all the external
modules have complited the transition to the new schema and the problem
you are experiencing are not related to apache.
