Bug#218042: modules-config relies on files in /usr/share/doc

I noticed this through #217035, but this is a separate bug in itself.
Policy section 12.3, "Additional Documentation":
Packages must not require the existence of any files in
`/usr/share/doc/' in order to function [1]. Any files that are
referenced by programs but are also useful as standalone documentation
should be installed under `/usr/share/<package>/' with symbolic links
from `/usr/share/doc/<package>'.

By the way, isn't "modules-config" a bit too generic as a name for this tool?
Shouldn't it have "apache" in its name somewhere?
