That's right. See bug #139113 [1]. Basically it's a known problem (or
rather, deficiency in the stock config file) and one that clueful people
such as yourself work around rather quickly by adding Options +MultiViews
to the /usr/share/doc/apache Directory container.
With respect to your other suggestions, I have hopes of completing a
Grand Reworking of the apache config to address these and many other
issues. Meanwhile I think people are more worried about managing to get
new releases of apache and apache-ssl out the door at the same time so
that apache-ssl doesn't get removed when apache-common is upgraded. =)
