See the documentation of pmount. That's the program that does the mounting 
for the normal user without any need of an entry in fstab. It has the mount policy 
which you describe.

funnily enough, I have always been able to write to any user mounted device 
directly after installing package pmount (a few years ago). Maybe the default
changed ?
