Is there a bug in apt-listbugs?

Trying to do the usual daily upgrade of sid yesterday produced the
following error:

A package failed to install. Trying to recover:
Supposing this would clear I tried again today but the problem
persists. I checked the BTS for a bug report on apt-listbugs but
couldn't find anything recent. Although it barfs on dhcp3-client in this
instance, if I 'hold' this package, it barfs on the next one.
Is this a bug in apt-listbugs or a problem with dpkg? I'm happy
to file a bug report but don't really understand what I'm looking
at.
This is in amd64 (the 32bit chroot updates fine).
