Yes 127.0.0.1 is localhost

Yes :) You can do cat /etc/cups/cupsd.conf > cupsd.txt

and then attach the file to your mail

Another thing worth trying as root is:

# dpkg-reconfigure cupsys

BTW.  what output did you get from

# ps aux | grep cups
