it doesn't look to me like you're installing libc6-dev from the pure64 archive. You should verify that your apt sources.list is setup correctly to use the same archive that you used for the rest of the system.

Are you by any chance trying to install a 32-bit libc6-dev? If you want to compile for the IA32 architecture I think it would be easier to setup a chroot with debchroot or cdebchroot and install everything needed in there.
