I'm noticing that for alpha only, the boot-floppies wants to also include sbin/e2writeboot in the rootdisk. But that isn't provided by e2fsprogs-bf. I would file a bug but I'm not sure if it's a boot-floppies/alpha bug that it wants that at all, or an e2fsprogs-bf bug.
