FYI, if you've really HOSED your system and need a working non-lchown()
dpkg, I have a tarball of 1.4.0.31 compiled without lchown() support on my
ftp site:
	beezer.med.miami.edu:/pub/chris/dpkg-chown

Just su to root, cd /, then untar it. It'll overwrite the current dpkg,
BUT please don't do this unless you just need to finish installing stuff
to compile your own kernel with lchown() support...

Believe me, it's worth it and necessary.
