Thanks.  This is excellent: concise and to the point.  I've added a
special exception to this rule: packages uploaded to experimental (as
opposed to unstable) may omit the build-dependency on gnat.  This allows
package maintainers to upload packages to experimental ahead of a
transition of gnat to a newer gnat-X.Y.  Committed as revision
6d883c26d66c762f00a2f9598c0d3c27c8b24923.  Comments welcome as usual.
