I have never supported this, mostly for lack of manpower.
People _can_ install a non-default version of gnat. If they do so
however, they _cannot_ install any -dev packages; they are on their own
with just the compiler. This is already the case even before my latest
changes because -dev packages already depend on gnat-x.y and gnat
depends on the same gnat-x.y.
