I wanted to follow up on this.
It appears to be a couple of related things going on:

1) The wifi widget consumes a lot of CPU especially when it is selected.

NetworkManager usually appears high on my top(1) listing, but I haven't noticed the applet. (I did configure wireless experimentally after installing Linux to this laptop a few weeks ago, but using nmcli). Let me know if there's any testing you would like to see done. It's an Arch Linux system (GNOME 3.30), not Debian.

2) Since stretch, the UI of the settings panel has been significantly
redone. It looks like there is a list of possible task areas along the
side. There doesn't seem to be good keyboard navigation to get into
that list; it doesn't appear to be in the tab order and neither
alt-backtick nor f6 will get you there.

I discovered this recently, reported it to the Orca list in case I was missing an obvious keyboard navigation strategy, but didn't receive any response to that issue.

If it's a bug, then it's a fairly serious one from an accessibility point of view, and the maintainers really should put in place a strategy for preventing this kind of regression from entering a release.
