Bug#725986: brltty uses dpkg-architecture without depending on dpkg-dev

Hi,
when trying to include brltty in the initramfs, the hook file[1] calls
dpkg-architecture. But brltty does not depend on it, resulting in an
error message:
Installing BRLTTY into
initramfs.../usr/share/initramfs-tools/hooks/brltty: 28:
/usw/share/initramfs-tools/hooks/brltty: dpkg-architecture not found
BTW, on debian-user-german, a user has problems[2] with activating his
braille terminal during boot (that is, before login). If someone of you
were able to help, that would be nice.
