Release notes are there to point out new features, not to completely
describe them.  All accessibility features of the installer are
described in the installer manual,

It however doesn't say which images have it. I have just added that
information to the development version, that should appear tomorrow in

I've just added a note about it too: “The textual version
of the installer will then be automatically selected, and support for
software speech synthesis will be automatically installed on the target
system.”

Whether the installed system will use a GUI depends whether you request
it during installation.

I haven't had the time to do anything about it.  I guess nobody did
