Your /usr directory is located on a different device than your root filesystem.
Change to /etc/rcS.d and invoke the following command: "mv S25brltty S38brltty"
This should fix your problem. Note, however, that it will also result in
brltty being started after S30checkfs, so you will not be able
to see filesystem checking during bootup on your braille display.
These days, I'd rather recommend having /usr on the root partition,
it makes things actually simpler while the separation of /usr into
a different partition/VLM volume usually doesn't gain you so much IMO.
