Accessibility Problem (was: Re: Preparing "bits from the accessibility team")

The video (at least the OGG version, which I tried -
http://meetings-archive.debian.net/pub/debian-meetings/2008/fosdem/ogg_theora/384x288/How_accessible_is_Debian___Samuel_Thibault.ogg) is not accessible to the deaf: no captions!

I looked over all subdirectories of
http://meetings-archive.debian.net/pub/debian-meetings/2008/fosdem/ and
found nothing with names, which suggest that they would be separate
caption files.
