I was able to install the system on qemu, using WSL ...
When I ran apt upgrade, I received the following error:

Unpacking libgcc-s2:m68k (10-20200418-1) ...
dpkg: error processing archive /var/cache/apt/archives/libgcc-s2_10-20200418-1_m68k.deb (--unpack):
 trying to overwrite '/lib/m68k-linux-gnu/libgcc_s.so.2', which is also in package libgcc2:m68k 1:9.2.1-19
