Driver Diskette Problem with MVME16x Floppy Install

When I attempt a floppy-only install of either Potato or Woody,
I receive a "wrong disk" error message upon insertion of the driver diskette.

This occurs using an MVME167 board, a SCSI floppy drive, and blank SCSI hard drive.
This sequence is as follows:

bo w rescue diskette
install at the LILO prompt
insert the root diskette
acknowledge the release notes
activate a swap partition of the hard disk
mount a root partition of the hard disk
install Operating System Kernel and Modules
select scsi floppy as the source media
insert the rescue diskette

Please insert driver disk 1.

You need disk 1 of series the driver series.
